The Walking Dead is easily one of the most dangerous universes across the comic book medium, and not just because of the zombies. The post-apocalyptic landscape of The Walking Dead allows for the rise of a great number of vicious villains who work to take advantage of this hellish world for the sake of power.

Some of these villains are people, some are groups, and others are the very undead that made their villainous existences possible in the first place. In a world where rotting corpses are consuming living flesh, one would have to be pretty bad to compete with that level of horror. Here are 10 villains from The Walking Dead that fans wish could have died twice!

10 Shane is The Walking Dead’s First Major Human Threat

Shane Walsh is the epitome of someone who allowed the brutality of his environment to reshape the man he was. While it’s true there was always a darkness within Shane, it didn’t come to the surface until the world crumbled upon the rise of the Walkers. Shane is jealous, aggressive, and eventually murderous, as he attempts to kill Rick in his jealous rage over Lori choosing Rick over him.

Interestingly enough, after Shane is killed, he becomes a Walker, and is then killed again, making him one of the few villains in this series who actually did ‘die twice’.

While Shane may have stood out as a villain who actually ‘died twice’, one cannot forget about the Walkers themselves, as they’re the only villains that need to ‘die twice’ in order for one to truly stop them. The Walkers are the reason for the apocalypse, and are therefore the most pressing threat throughout the series. And the only way to beat them is to literally kill these undead creatures a second time.

The Walkers have been responsible for some of the most gruesome kills in the entire series, and while they didn’t do so with malice, that doesn’t make them any less villainous.

Shane had his reasons, and the Walkers are mindlessly consuming flesh to survive, but Thomas Richards is simply a vile killer — a child murderer. Thomas was an inmate at the prison Rick and the gang took refuge in, and the first chance he got, Thomas murdered Maggie’s little sisters, Susie and Rachel.

While Maggie didn’t get the satisfaction of killing him twice, once seemed more than enough as she shot him to death, putting down one of The Walking Dead’s most vile villains for good.

7 The Scavengers were Responsible for Carl Losing His Eye

The Scavengers had a fairly short-lived history in The Walking Dead, and weren’t directly responsible for anything too detrimental. However, their attack on the Safe-Zone wasn’t without its consequences, as the resulting chaos led to a number of people being killed, and Carl losing his eye. The Scavengers were more of an annoying nuisance than anything else, which — in a way — makes them even more infuriating villains than if they were sadistic masterminds.

In the end, the Scavengers were gunned down by another gang of survivors, and their collective deaths couldn’t have come soon enough.

There is no shortage of despicable gangs of ruthless humans in The Walking Dead, but it’s difficult to find one that’s more horrific than the Walkers themselves. Unless, of course, one were to consider the Hunters. These survivors weren’t just a group, they were cannibals who deliberately lured strangers to their deaths with the promise of salvation, just to cannibalize their flesh.

The Hunters are no better than the Walkers — in fact, they’re worse. The Walkers are mindless beasts acting purely on their hunger, whereas the Hunters knowingly eat their fellow man, making their ultimate downfall all the more satisfying.

The Walking Dead rarely delves into the characters’ lives before the zombie apocalypse (aside from the main characters, anyway), though that wasn’t the case for Beta — making his time as a villain much more impactful. Beta was originally a celebrity before the world collapsed, at which point he joined a gang called the Whisperers, who wore the dead flesh of Walkers to blend in with the zombie hordes.

Beta took over as leader of the Whisperers after Alpha was killed, and he ushered in an era of hyper-violence the likes of which his predecessor actively worked to avoid. Upon his death, Beta was recognized as the celebrity he once was — a version of him that died long before his ultimate demise.

4 Hershel Greene Capitalizes on the Horrors of the Zombie Apocalypse

Hershel Greene is the son of Glenn and Maggie who grew up to be a spoiled member of the new human society that was rebuilt from the ashes of the old world. As an adult, Hershel was given every luxury, given Maggie’s prominent standing in the community, and he used that to capitalize on the horrors of the end of the world. Hershel owned live Walkers, and he presented them as attractions for entertainment.

Hershel captured the very reason the world ended and decided to sell it, putting his entire community — and, in fact, the whole world — in danger. While he wasn’t murderous or sadistic, Hershel’s lack of respect for what the main characters of the series went through — including and especially Carl — makes him a villain who’d arguably be better off dead.

3 The Governor was a Vicious Dictator who Fed Humans to His Zombified Niece

The Governor originally seemed like the answer to his community’s prayers. He was a charismatic person and a strong leader, who established a society that seemed to flourish. Unfortunately, the Governor was also a delusional sadist, who would feed the body parts of people who displeased him to his zombified niece he had chained up in his house.

The Governor was the first major antagonist of Rick Grimes and his group, as he quickly proved to be a ruthless dictator with a sick sense of justice. Thankfully, his reign didn’t last forever, and even death seemed too easy for him.

2 Negan is Easily The Walking Dead’s Most Brutal Villain

While the Governor was the first major villain for Rick Grimes and his group, Negan was easily the most brutal. Negan was the leader of the Saviors, and upon his debut, he brought Rick’s group to their knees (both literally and figuratively), bashed Glenn’s head in with ‘Lucille’, and overall dominated the team of survivors fans had been following thus far in one swift and brutal attack.

The worst part about Negan’s brutal villainy is that he barely even paid for it. Negan found redemption, and ultimately lived the rest of his life in pensive solitude. Not only did Negan not ‘die twice’, he didn’t even die once!

1 Sebastian Milton was the Villain Responsible for Killing Rick Grimes

Another villain who made it to the end of the series alive (and decidedly didn’t deserve to), Sebastian Milton is the final antagonist of The Walking Dead, and he stands above the rest as the man who killed Rick Grimes. The Walking Dead had been told through Rick’s eyes since the very first issue, and Sebastian killed him for no other reason than because he was in a fit of spoiled rage. Sebastian Milton received a life sentence in the newly established prison of the Commonwealth, and that’s where he spent the remainder of his days.

While his fate was an example of justice being served — as well as the healing of a formerly savage post-apocalyptic world — it wasn’t very satisfying. Sebastian Milton deserved to be killed, and then killed again, making him one of the 10 The Walking Dead villains fans wish could have died twice.
